Maricopa County Sheriff Joe Arpaio is not running for reelection until 2016, but he continues to out-fundraise candidates running in pure toss-up Congressional seats (among others).

Arpaio's "Post-Primary Election Report" - a misnomer that did not anticipate county candidates fundraising for (four) years before an election shows that his campaign staff (aka Summit Consulting Group) was hard at work generating $192,560 in contributions between August 15 and September 15. (Entire report is republished below, or you can view it on the County's website.)
Unfortunately for the campaign, it was a net outflow month, as $291,433 in expenses were paid - including $232,437 to Summit for fundraising expense. Cash on hand for the 2016 campaign is now at $1,962,004.
His total receipts since just after the 2012 election now total $5.15Million.
The receipts and the cash on hand dwarfs many high profile candidates who are actually running for their political lives this year. For example, Arizona House Speaker Andy Tobin is running for a Congressional seat that is one of the most hotly-contested in the nation. In the five-week period in July and early August (during a hotly-contested primary, and the last period for which a report is available), Tobin only raised $39,000 (while spending $178,000). For the preceding three months, Tobin only raised $176,000.
Arpaio's report does, however, show, that he has been able to convert dozens of the people from around the nation who respond to his direct mail and email requests for funds to monthly givers. (Why his voluminous filed reports are still a combination of handwritten, typewritten and computer-generated is beyond me.)
