The questioning was informative and not partisan as the Senator explored with the witnesses various angles of the complex conflict, and how the U.S. could and should proceed.  The first panel was made up of an Ambassador from the State Department and an administrator from the U.S. Agency for International Development.  The second panel was more expressive, as it featured the co-founder of an NGO, a National Defense University Professor, and a State Department negotiator.
