A marathon Phoenix City Council hearing is nearing an end after a sometimes-raucous parade of speakers for and against proposed amendments to the Human Relations Ordinance.
After all members of the public who wish to speak have finished their one-minute comments - which should be soon - the members of the Council will each have 10 minutes to speak.
